ECI Launches Phase 2 of Special Intensive Revision of Electoral Rolls Across 12 States/UTs

The Election Commission of India (ECI) has officially announced the commencement of the ECI SIR Phase 2 of the nationwide Special Intensive Revision (SIR) of electoral rolls, a critical clean-up exercise. This critical exercise, which aims to produce a “pure, healthy, and inclusive” voter list, is undertaken under the powers granted by Article 324 of the Indian Constitution and is guided by the Representation of the People Act, 1950 (RPA, 1950).

This latest phase will cover 12 States and Union Territories (UTs), involving a massive door-to-door verification process.

SIR Phase 2: Key Dates and Timeline

Chief Election Commissioner Gyanesh Kumar confirmed the detailed schedule for Phase 2. The entire process, which follows the successful completion of the first phase in Bihar, will culminate in the final publication of the new rolls next year.

This phase is set to meticulously verify the details of approximately 51 crore voters and includes politically significant states scheduled for Assembly elections in 2026.

The 12 States and UTs are:

  2. Lakshadweep
  3. Puducherry
  4. Chhattisgarh
  5. Goa
  6. Gujarat
  7. Kerala (Assembly polls due in 2026)
  8. Madhya Pradesh
  9. Rajasthan
  10. Tamil Nadu (Assembly polls due in 2026)
  11. Uttar Pradesh
  12. West Bengal (Assembly polls due in 2026)

The ECI also clarified that the revision process for Assam, another poll-bound state, will be announced separately due to distinct citizenship provisions.


Objective and Process of the Special Intensive Revision

The SIR is a comprehensive, integrity-focused exercise aimed at rectifying longstanding errors in the voter list, ensuring the principle of “one person, one vote” is upheld. Key objectives include:

  • Inclusion of Eligible Voters: Ensuring every citizen who is 18 years of age or older on the qualifying date is registered.
  • Deletion of Ineligible Names: This involves the removal of duplicate entries, names of deceased voters, and those who have permanently shifted residency (Section 19 of RPA, 1950).
  • Verification against Past Rolls: The process involves cross-checking current electors against the rolls from the last intensive revision (mostly done between 2002-2004).

Booth Level Officers (BLOs) will be the key personnel, conducting multiple house-to-house visits. They will facilitate the collection of Unique Enumeration Forms from existing electors and registration forms (Form 6) from new voters. The ECI has directed that genuine electors, particularly old, sick, Persons with Disabilities (PwD), and vulnerable groups, must be fully facilitated and not harassed during the process.
